I think you need to take the full scholarship leagues and only allow them in playoffs, tell non 63 scholarship leagues to beat it. Or have two sets of playoffs, save one for the top (CAA Socon, MVFC, Big Sky, Southland) and have another playoff for the weaker and some non or reduced scholly leagues....
