Someone giving to a political candidate is not government interacting. In some cases it will be someone who has not been elected to anything yet and is not yet part of the government in question. In other cases it could be an incumbent but running for election is not them doing their government job.

Government activity should be transparent. The people have a right to know what the government is doing. But a political campaign is not government activity.
