Why is the law failing so badly after all the promises about transparency? My experience and the experience of other journalists suggests the reason is twofold: incompetence and neglect.

Incompetence and neglect? :suspicious:

FOIA is broken because the people in power INTENTIONALLY do not want the average Joe to know what the heck (sorry, Gannonfan, you can't monopolize that word) is going on.
These signatures have a 500 character limit?

What if I have more personalities than that?

Hope and Change...
Every administration has things they would like to "hide" in plain sight

The ability to hide behind a plausibly deniable well entrenched bureaucracy is critical
So... I give you the United States Department of Homeland Security

"Yes sir that will be 157 days before we can submit your request for basic information...
Thank you and come again"

157 days later:
"I'm sorry sir we lost your request for information, please re-submit all 36 documents"
