Yes Grizza that's what I'm saying. Placing the brunt of the blame on the city doesn't make a lot of sense when you really look at it. If we're against welfare and for giving the work to those that haven't earned it through the process that has been in place for years then we are singing a different tune to suit our needs. I am just trying to remain consistent in the beliefs that I have laid out for myself. Local businesses have every advantage on these contracts and if they let them slip away then I guess we should blame the city/county. Sorry man, I just can't reconcile that.

I would need to see some proof of that because as I said before it goes out to businesses that have qualified for the process to bid on the jobs. There is normally a small pool of eligible companies for these contracts. Where are you getting that information because I can call a buddy in the morning and find out on exactly what you are talking about if you would like. Is this something Caras would have been involved with?

NOPE, nothing like that, not that I care anyways.

I have heard rumors, that is all. It is the park by the baseball stadium. The old mill site. They have a big bill board saying that the engineering and architect was done by....crap...think it was Portland based. But the rest of the hands on work will be done by local businesses.

Well then that also explains a lot because each subcontractor submits their bid to a general for what they would do their portion of the work for and that all goes into one aggregate that the General submits on the project. For instance a local Sprinkler Co. may be bidding and then ask a local landscape for their bid on the portion that the Sprinkler Co. is doing and that goes into other bids before the final thing is done. Now as far the architect of the project that is probably just what we were talking about before and that company supplied a superior proposal or had superior plan over what was being seen by the powers that be as far as water usage, environmental impact and so forth. The cost as far as the project goes for the architecture and design is extremely minimal and the saving that a good plan can give a community will far outweigh the cost so you may want to go with something with the future costs to the community in mind as well as opposed to worrying about 1 or 2% of the work being done by an architect firm outside the state lines. I'm just saying that if 98-99% of the money is staying local how can you bitch about that? We need to look at the big picture a little bit here I think.

Government projects usually allow a 5% local contractor advantage as opposed to out of state or out of county bidders, and many times offer that much or more for minority contractors. If the locals or minorities don't run a tight enough bidding process, they miss the boat and don't win the bid.

Exactly. I think there were a couple of times on projects that I know of that it was about 8% on some of the stuff in Missoula so it's ridiculous to blame the City/County on that one.
