You make it sound like an agency planning for something is nefarious. When I worked st the Weapons Station, there drills every few months. They were drills for active shooter, terrorist threat/attack, prison break, etc...

When I was four years old, I watched my mother kill a spider... with a tea cosy. Years later, I realized it was not a spider - it was my Uncle Harold.
