Not that SH's opinion matters, but I'd like to suggest ADM James Loy, USCG (Ret.). He was Deputy Secretary of DHS (and acting Secretary, as well) under Bush II. He's also a former Commandant of the Coast Guard. Given Trump's penchant for picking military guys for these big jobs, he seems like a good fit to me....
