I’m assuming these high rises are supposed to be inspected by structural engineers every X # of years. When was the building last inspected, and how did it pass?

Yes, but they should be built to withstand that.

One block north looks to be an almost identical set of buildings...

Obviously we'll have to wait for the investigation, but I'm wary of working in Florida. It's anecdotal but Florida - along with Puerto Rico - have the most "relaxed" governments I've ever dealt with (state and local). Despite larger bureaucratic red tapes, projects in the Northeast that take two months can easily take four or more in Florida...all because no one ever does anything in a timely manner. Around here I'll call up an inspector or reviewer and get an answer almost the same day, sometimes in that same phone call. In Florida I'm lucky if anyone answers that same week.

I'll say this too (and again it's anecdotal), but the infrastructure down there is horribly maintained from what I've experienced. Part of it is the salt and humidity, but if that's the environment you're going to live in, you need to pay to play. I'm not sure I trust anything in Florida built in the coked out 70s and 80s with deregulation, large budget cuts, and lax codes being the norm (post-Andrew designs are much better).

Besides the cause being a sudden outside force, I'd bet almost anything there were warnings of a failure that were either missed, misunderstood, or ignored. Even if a sinkhole was forming, signs would have developed ahead of time.

Obviously I don't blame anyone in the building (RIP) for not knowing what signs to look for.

FWIW seeing some theories about nearby construction pumping out water and other material to place footings and how it has been shaking nearby buildings. Speculation that this could have undermined something in this building.

Florida is notorious for sinkholes forming out of nowhere. A condo we stayed at near Orlando, collapsed into a sinkhole a year after our stay.

What you're most likely seeing is the arcing of live electrical wires when they were ripped from the walls when the building collapsed. Kind like when you see a limb hit live electrical lines.

I heard that on the radio, saying the electric wire breaking would have cause "plasma claps" like lightning, more or less.
