So Rome fell because it was a wellfare state? :?
There are literally 100's of theories as to why the (Western) Roman Empire fell in the 5th century. One is that the native population of the Italian peninsula became a welfare state and hired those from the outlying areas of the Empire to defend it and to do the menial tasks that they would no longer perform.

And hegemonic empire is also what let them expand so far and so rapidly and was the foundation of their empire.

Correct. That is not the point of the above very abbreviated statement. Hegemony is good. It is when the native population loses its initiative to work and becomes dependent upon the government that decay sets in.

I'm all for limiting the "right" to vote or establishing minimum criteria based on education, income, criminal records, etc. It is actually in all our collective best interests.
BULLSHIT. Voting is a right guaranteed by the Constitution.
Please cite the specific language in the constitution that states voting is a right.

Ummm no, sorry...

Voting is a privilege, not a right.
You don't have to believe me, just ask any Constitutional scholar. The little quotes you are referring simply sets criteria that can't be used to deny a vote to certain people, period. The only thing the Constitution requires is that Representatives and Senators be elected by "the people" and who those "people" are. Aside from that requirement, the states set the qualifications for voters.
