Voting is a privilege, not a right.
You don't have to believe me, just ask any Constitutional scholar. The little quotes you are referring simply sets criteria that can't be used to deny a vote to certain people, period. The only thing the Constitution requires is that Representatives and Senators be elected by "the people" and who those "people" are. Aside from that requirement, the states set the qualifications for voters.
