I also support the expansion of the nonskilled labor visa classes, but our immigration laws need to be tweaked to make sure those folks do not adjust status or drop anchor babies. Simply expanding this visa program or that visa program will only exacerbate the problem.

The 99th Congress passed the legislation on October 17th, the 99th Congress adjourned for the year the very next day (October 18th, it was an election year), and Reagan signed the immigration reform bill into law on November 6th. On November 4th (election day) the Donks took control of both houses. Congress didn't adjourn again until January 6th with the new Donk controlled 100th Congress.
The Donk controlled Congress didn't hold up it's end of the bargain made less than 3 months prior and didn't even consider, much less pass, agreed to stricter border controls.

BTW, I thought Reagan was pro-amnesty because of his allegiance to Central Valley AG that were big supporters of the Gipper. If you think about it, it kind of makes sense from a conk standpoint since government has no business regulating the labor market by not allowing the cheapest labor into it.
