GS13 is where you cross over to 6 figures pretty much everywhere. Most feds with a college degree will start in the 5-7 grade range and can move up a grade pretty much every year. You start at step 1, then advance to step 2, 3, and 4 at one year intervals, then the rest of the steps 5 and after at three year intervals.

Another variable is grade inflation. Many times, the same job in the DC locale will be two grades higher than in other locales. That was the reason I went to work where I am now. Same job, two grades higher at the USNA (DC locality) versus Dover AFB (Philly locality).
The answer to your last question is yes, some fields cap out at higher grades. My particular field has a direct path through GS-15 with opportunity for SES-level billet if you so choose. Some career fields just don't have a realistic path beyond GS-7, maybe even lower.

If it's comparable to state and local governments, then positions will cap out.

Getting back on topic, the cuts listed would be extremely painful if they really happened. That particular list is the GOP wish list, which protects their constituency. The Dems will counter with their list, which will protect their constituency. They'll all get together, debate far too long, delete most of the cuts for political purposes, then pass a bill they haven't read which pays lip service to cost cutting and makes the country no better off.

I'm in contracting, GS field 1102. Minimum requirement for 1102 is a bachelors degree with 24 credits in business. At Dover AFB, a college grad can get hired at the GS-9 grade level. When I tell people this in DC, then look at me with an astonished look on their face.
In DC, 1102s are hired as either GS-11 interns or GS-12/13's (one year trial at GS-12 and automatic promotion to GS-13 if you can walk and chew bubble gum). Team leaders are GS-14's and branch chiefs are GS-15s. Directors are SES pay scale.
So in summary for the 1102 field (DC/Dover):
Entry level (12/9)
Journeyman (13/11)
Team leader: (14/11)
Branch chief: (15/12)
Director: (SES/12)
