Some details on the full-year spending bill that will be coming up for vote (pardon the format - this was a cut-n-paste):

Details of full-year spending bill emerge.
The House Appropriations Committee has released details on legislation (H.R. 1473) that will fund government operations through the rest of fiscal year (FY) 2011. The bill contains roughly $28 billion in new spending cuts compared to FY2010 levels, and when combined with the $12 billion in reductions contained in the previous three continuing resolutions, would bring the total spending cuts this year to nearly $40 billion. Approximately $1 billion of the cuts would come from an across-the-board reduction of 0.2 percent for all non-defense programs. A proposal to save $1.3 billion <https://www.gotovao.com/index.cfm?actio ... 9614000443> by eliminating bonuses and step increases for some federal employees was not included in the final bill.

"My committee went line-by-line through agency budgets this weekend to negotiate and craft deep but responsible reductions in virtually all areas of government," remarked House Appropriations Committee chairman Hal Rogers (R-KY). "Our bill targets wasteful and duplicative spending, makes strides to rein in out-of-control federal bureaucracies and will help bring our nation one step closer to eliminating our job-crushing level of debt."

The Department of Homeland Security (DHS) would receive a total of $41.8 billion in discretionary funding for FY2011, 2 percent below prior year funding levels. Specific cuts include:

* $786 million from the Federal Emergency Management Agency's first responder grants
* $264 million previously set aside for earmarks
* $557 million in rescissions of unobligated and lapsed balances from prior-year funds, including a $10.1 million reduction to the Coast Guard's acquisition, construction, and improvements account

"All critical frontline operations for DHS – including Customs and Border Protection, Immigration and Customs Enforcement, the Transportation Security Agency, the Coast Guard, and the Secret Service are sufficiently funded to meet mission requirements and sustain staffing levels," states a committee summary of the bill.

The Department of Defense would receive $513 billion, or about $5 billion above last year's level, though the bill would rescind $2 billion in prior-year funding from major weapons programs, including cancelling $35 million previously appropriated in each of fiscal years 2009 and 2010 for the Joint Strike Fighter alternate engine program <https://www.gotovao.com/index.cfm?actio ... 9226000443> . The Department of Veterans Affairs would get a $13.8 billion boost compared to FY2010 levels, and the National Institute of Standards and Technology's research and manufacturing programs also would see a funding increase. The House and Senate are expected to pass the measure by Friday, when the current short-term continuing resolution <https://www.gotovao.com/index.cfm?actio ... 9652000443> expires. However, some conservative lawmakers are expected to oppose the bill, arguing that it does not cut deeply enough.
