The only time a government run program or agency was run well was due to a particular individual who was instrumental in keeping it that way. As soon as they leave, it goes right back to the typical government median. Which is somewhere around just enough not to raise flags about incompetence.

The EPA, OSHA, etc. were good ideas and have made a positive difference. The problems started when they' achieved their mission and then expanded beyond it to justify a larger, less effective bureaucracy.
