I just don't see why they simply can't pass the same bill they passed in late 2015, a repeal without a replacement plan. Its virtually the same conks in Congress, who almost all voted for the bill in late 2015.. If they voted for that bill in late 2015, they would have no excuse/defense to not vote for it now.

Eh, that just hastens the end of Obamacare. It's only propped up now because of the penalties. Take them away and you have to deal with it quicker. But yes, tax reform would be a good place to go - we know what we need to do there so just do it already. Good point. Especially with the other, easier things they could do now (e.g. tax reform). It was correct to oppose Obamacare when it was first proposed and written but the second Obama signed it the game was over.
GOP politicians have depth charged themselves over the last 7 years by giving their constituents the impression that a repeal can actually happen. It can't.
It would have been much smarter (although politically risky) to point out that the Democrats passed a very bad law, that they are bad at legislating, and that the ACA is a disaster that needs to be FIXED. Then FIX it (as best as can be done) and then point out that conservatives are more competent. But of course they aren't, so now we have this mess, nothing is going to happen, and we're going to have another government money bonfire on our hands for the foreseeable future
