My brother is 21 and the friends of his that I have met are 20-22 years old (I met and hung out with 3 of them) are all more conservative then me. Personally I've run across very few dicks. Sure you're not going to get a "hello" from everyone you pass on the street, but it's a large metropolitan area. Otherwise most are nice in your interactions with them, and I would say that holds true throughout the United States.
Sometimes I've noticed a cultural difference is taken as "assholery" (an example is white people being annoyed at black teens dancing on the Metro), but that's just someone not liking something because it's not part of their culture. It doesn't make the teens assholes.
