Well, Cluck, there is that "dumb fvcks who pop out kids" part....

Context.
The coalition of clowns that are demanding more money per student in some Wilmington schools are the same ones that state that the challenges faced by families, including many single parent homes (not many father's in those numbers) in the inner city are the reason for needing more money. They also state that the parents of the kids in those schools have a lower high school graduation rate. Throw in the rate at which the parents are on welfare and other subsidies...which have been mentioned by them because they use those rates to help determine their low income statistics to get more funding for lunch programs.
So in other words, their lifestyle choice of popping out babies without a father, and without a high school diploma, and without a decent means of income...all conscious decisions, are the reason they need more money.
So yeah, "dumb fvcks who pop out kids" is accurate, and derived from their very own arguments...and not racist in this context.
Notice I didn't mention, in the piece you quoted, the minority majority Wilmington charter schools that are doing well. They are also not asking for more money per student than the suburban public schools. They are taking care of business instead of screaming for more money in the name of equality.
