North Carolina is 77% white. If they didn't draw districts that way it's highly likely there would be NO democratic representation in the House. North Carolina 12, the infamous I-85 district, was created after the 1990 census by a legislature that was dominated by Democrats. I'm pretty sure that Democrats also controlled the redistricting after the 2000 census. When the Republicans gained control of the legislature and the governorship and had their shot at it in 2010 they just tweaked it further to their advantage. It is important to note that in NC the Republicans took the districts the Democrats gave them and captured control of the legislature. Democrats would be much better served if they just stopped whining and presented something to the voters of NC that might put them back in control of the process. I believe that is how it is supposed to be done. And just for the record I think that both sides are equally venal.dbackjon wrote:

NC has long been a Democratic state- both when it was dixiecrat and even now. When the current districts were drawn I was a kid and they were drawn explicitly to ensure the black franchise. All you need to do is look at the map, but you're conveniently ignoring that.
Or, maybe you think there are scads of rich white people living along I-85.
The GOP has tried to make some small redistricting and that probably does affect the liberal voting bloc- but NC has been skewed for a long time in the opposite direction.
If Dems had gerrymandered them even more you'd be saying absolutely nothing because you don't really care about the fairness you espouse- you just like seeing districts gerrymandered in a way that guarantees electoral outcomes you agree with. So in a way you have answered my question anyway- you are a proponent of gerrymandering to manipulate outcomes.

Wrong.
In 2012, Republicans won 9 of 13 House seats in North Carolina.
Democrats won 51% of the overall vote in House elections.
So, with 51% of the overall vote in the state, Democrats won 23% of the seats.
THAT'S how gerrymandering works.
Their votes were simply concentrated in heavily "Democratic" (read: black) districts.
(Democrats won the 1st District, the 4th District, and the 12th district with over 75% of the vote. Most of the districts Republicans won were in the 50s. Without the black vote being concentrated, the House split would have been closer to the 50/50 split of the actual vote.

I think the majority of people would agree that there needs to be some sort of non-partisan or bi-partisan group to do this every ten years. I think Iowa may have one.
As ASUG8 pointed out, when he lived in the 12th, his vote for the House really didn't matter. If you look at the 10th today, notice the bulge west. That came about after the latest round of redistricting. What it did was create two safe Republican seats, by encroaching enough in Buncombe County to split Asheville in half. We used to be in the 11th (at least those who live on my side of the river), which was always a tightly contested race. There certainly weren't really liberal Democrats winning it. Heath Shuler (the great fence sitter) was the last.

Since 1900, a Republican has been governor for a total of 15 years in NC. With the influx of northeasterners to the state I expect that trend to continue despite NC currently having McCrory (R) currently in office.
