Both are guaranteed 100% to fail eventually.
Proper operation, inspection and maintenance of the pipeline would greatly reduce the risk of failure...especially farther down the life expectancy of the pipeline.
Not sure about oil pipelines, but I've designed water/wastewater force mains with leak detection/inspection appurtenances.
Saw on FB that the protesters are getting slammed with water cannons.
