In fact, part of my job is setting aside, per law, billions of dollars in federal contracts for people simply because they are black (nay, any color but white) and/or female. The simple fact is, the system is rigged to discriminate against white men.
But the main thing that government can't appropriate is personal initiative. If you look at big city projects and reservations you see systemic failure because people of all races don't really appreciate things unless there is a level of ownership in there.

So, I was in line yesterday at BJs (not for BJs), and this family was in front of me. 1 skinny girl about 7 years old, one skinny, but in shape mid 20s guy, and one very skinny female who looked like she could be between 17 and 26.
They had a PILE of stuff in their cart and about 20 coupons in their hand.
Lo and behold, they had an epiphany that they might not have the money for their items. She looks at her smart phone, a new, nice one, checks her account, and announces that she has less than $60. He did the same thing and came up with less than $40. they start having a conversation about what they need to take out of the cart. The guy had dog tags, so I was about to help them out...but I decided to first see what kind of decisions they made.
They kept the sodas, the Pirate Booty, and all sorts of crap. They put the fresh fruit on the side of the counter (didn't bother taking them back). Then, the guy takes a pack of water from one cart, they had not scanned it, and put it in the bottom of the other cart (the one with their scanned stuff).
I then said, "I don't think you scanned that."
The guy gave me an angry look, so I just looked over to the Service desk and said, "I believe these folks need some help with their items."
Another angry look, and then he put the water back on the non-scanned cart.
The service person came over, and they then took another 10 minutes to sort out their items, counting each item, then removing it if they didn't like the price. I noticed he took out a couple more items from the cart that was past the scanner, and he did not ask the lady to remove those items from his bill. More angry looks. I just kept smiling.
They eventually both paid and left (and left the stuff sitting there that they could not afford).
As I walked out to the parking lot, I saw them leaving in a black Lexus RC coupe.
