The NBC report, like the original claim that China was massing troops on the border, are misleading.
China isn't massing combat troops on the border (not 100,000 anyway). They have actually shifted about 2000 combat troops as monitors to the banks of the Yalu. They have moved significantly more than that in support and logistics personnel into the Shenyang district (or whatever they call it) - medical personnel, etc, and those are positioned to respond to a sudden rush of refugees. That's the 100,000 or so.
NBC is correct in "debunking" the suggestion that China has moved hundreds of thousands of troops to the border as some kind of invasion army. But NBC suggesting that China has not shifted troops to the region is also not accurate.
They are doing the same contingency planning they always do when Pyongyang beats the drum. If China wanted to invade they wouldn't telegraph it by putting a large number of combat troops on the river. But to respond to a refugee crisis they do need to be well placed ahead of time. No doubt the movements were exaggerated by someone hoping to influence markets, but the story isn't total BS.
