Where the tariff would really pay off is if it forced countries like China to lay some of that investment in US heavy industries that will profit from increased domestic production. Because that is exactly what other countries to with China- they help finance their strategic industries.

As for rare earths... there are rare earths everywhere. The Chinese cornered the market because they have no scruples about tearing the tops off mountains and strip mining to get at them. When iPhones start costing $4000, you had better believe we'll be pulling rare earths out of the ground all over the place
