Well, there's always been popularity. Think of all of the generals who have ended up as President. JFK was certainly a celebrity, as was Ronald Reagan. But at least all of them, Clinton included, had some pedigree in government, until you got to Trump (even Obama had a full term as a state Senator and then an abbreviated term in the US Senate). I wouldn't want to restrict government and the Presidency to people who have been in government only, as that breeds its own kind of bad outcomes, but it should be the exceptional person who comes from outside the system.
