Our police work for us and our policies, not ICE. What he did was against FC policy.

You'd think it'd be simple for small government folk to understand.

We're not technically designated as a sanctuary county, but most board members and other local politicians ran on some sort of policy protecting our large immigrant (legal and non-legal) population from Trump's policies and ICE in particularly. Their victories and subsequent policies reflect that.

Any person with a minimally working thought process would agree that votes for candidates are not 100%. Some got with their most important issue. Some go with the one that checks the most boxes. But I doubt that a majority of voters in Fairfax Co. would be in favor of not cooperating with ICE. And I doubt that the candidates that ran on that policy, were voted in strictly because of that.
