Of course. Russia certainly wants to be able to invade and absorb into their own territory any country they want to without any interference by the rest of the world. China has certainly been talking about the same for Taiwan for decades, so that's about half of BRICS right there. But there is no "changing rules based order" here relative to that. The rules based order has looked down upon armed invasions of other sovereign countries with the purpose to seize and forever hold that territory for decades now, if not even a century.
