For example. "The politician hoped that his candidacy would effect change in the political discourse."

Negative, Opossum, incorrect usage on your part. Your sentence clearly calls for "affect". One would effect integrity, whereas one would affect the integrity.

Or to use your example - one would not say the politician hoped his candidacy would effect the change in the political discourse. Either way you are wrong.

Opie, your usage of the word "effect" in that particular sentence was not correct. Houndawg is correct in saying that the proper word in that instance would have been "affect".
