It doesn't surprise me. I saw some people on CNN this morning saying they'd be shocked if he went through with it because Sanders would clean his clock. Talked about how Sanders has very well thought out views that he's contemplated for decades while Trump has no clue. And they were right.
If Trump gets into a situation where he actually has to show he knows what he's talking about he has no chance. And he knows that.

But the States were not part of the Country at the point the war occurred. Because there was no Country. And many people in the now USA wanted to stay with Britain, and invested their money in that direction.
But if the individual states (particularly Virginia, since their debt was already paid) wanted to be so independent of the the Federal government, they wouldn't have agreed to the the Bill in the first place. Right?
