Maybe in your world. To me an inquiry means there is enough to justify looking into it.

I don't equate stating “I do not believe that the current evidence would support articles of impeachment that is something that an inquiry has to establish,” means "he doesn't think there is anything impeachable". There might not be anything worthy of impeachment at this point in time but there is enough to justify an inquiry which could lead to enough to justify an impeachment.
