Explain rulemaking and win $2,500! The Environmental Protection Agency (EPA) has launched a YouTube video contest to justify government regulation. :roll:

THIS IS KALM'S CHANCE TO WIN $2,500!!! All he has to do is tape himself delivering one of his patented "I Love Government Regulation" monologues. :lol: :lol:
