As opposed to creating more wealth via higher taxes for our government to spend on worthless foks who don't or won't work or can't use a (free via Dept of Health) condom? Sorry, but I'd rather the rich get it. It's consumer confidence (or lack thereof) - people want the economy to turn around, but are unsure of their ability to maintain their income so they retrench their spending. Drops in demand lead to a reduction in production, thereby restricting hiring or leading to job cuts. Toss in credit availability issues for good measure too.
