Yes, do you? I understand your normal motive of posting ridiculous questions, but be realistic. Money doesn't erase guilt or fault. You'd would probably spend more money researching who is deserving of the money than the actual pay out. On top of that, If you do it for one group, you are expected to do it for more. So when does it stop? Who is deserving of a monetary greeting card from the USA that says, "Hey, sorry you were hurt when we bombed Berlin trying to force an evil lunatic into submission.
