A state effort to lower energy bills for low-income families left many of them with drafty and poorly insulated homes while contractors were paid handsomely for shoddy, incomplete or inadequate work, a review of inspection records shows.

Contractors often skipped inexpensive but effective measures like insulating attics or sealing gaps and instead installed costly furnaces, windows and doors, the records show. Much of that work was prescribed by a state administrator and one contractor, neither of whom are part of the state program anymore.

"The cash grab that went on was just amazing," said Allen Luzak, a weatherization expert with the Delaware Energy Office...

So where do you stand on the casino bill, 93?

Haven't been following closely. Is this the bill to expand beyond the current three?

I don't see how expansion would really do much for the state, unless they put one at the beach. That seems like the only untapped market, as you'd have a captive audience of out of staters from May to September. Dewey would be the perfect spot.

If expansion were to weaken Dover Downs and in any way increase the chances of losing one of the two NASCAR race weekends I'd be firmly against it.

I HATE nascar and even I wonder in what dimension we live when your State has two races and mine only has one.

Darlington rocks. It's one of the few redeeming qualities of your State, along with the Marine Corps Recruit Depot - Eastern Region and MCAS Beaufort.
