Somewhere, in the depths of my memory, I recall B.O. stating that transparency would be one of his administrations top priorities...

W. House: DoD Officials Must Vow Secrecy on Budget
By JOHN T. BENNETT

The Obama administration has directed defense officials to sign a pledge stating they will not share 2010 budget data with individuals outside the federal government.

In an undated non-disclosure agreement obtained by Defense News, the administration tells defense officials that "strict confidentiality" must be practiced to ensure a "successful" and "proper" 2010 defense budget process.

The secrecy pact comes as dozens of Bush-era Pentagon appointees remain on the job, asked to stay on by the Obama administration until replacements are confirmed to ensure continuity during wartime.

The pledge covers any data about the 2010 budget, including: "planning, programming and budgeting system documents and databases, and any other information" that concerns the administration's internal discussions about "the nature and amounts of the president's budget for fiscal year 2010, and any supplemental budget request during the current fiscal year."

The administration is requiring defense officials to promise they will not divulge the kinds of information covered in the document "to any individual not authorized to receive it."
B.O.: Good morning, gentlemen. Secretary Gates. Thank you for coming this morning. Rahm is handing out a list of the projects we expect to see cut from the Pentagon budget. Rahm.

Rahm: Thank you Mr. President. Starting at bullet number two on the list, "Expenditures By Political District", you'll notice that the total of all cut project exceeds the fifty billion net reduction we've released to the press. The total of all projects defunded will actually represent 21% of the entire defense budget. Much of that variance will be reallocated into new defense projects. For example, all of the projects identified by a red underline will be defunded, and replaced with the contracts identified by the blue underline.

B.O.: Gentlemen! Gentlemen! Please. If you can reserve your comments for Rahms CBO questionairre he'll be filling out for you, I mean helping you with immediately following our meeting. I apologize, but I have limited time. Right after this, we're meeting with the Education Secretary which we expect to be an arduous meeting.

I don't see this as a major issue, except that USAToday suddenly reports on it... :?

If you come work in my office, the first thing you do is sign a non-disclosure form...because we work on stuff that is politically sensitive...

Non-disclosure forms are a normal part of doing business in Fort Fumble and the surrounding environs...
