If you look at the 2012 election map (26 blue states, 24 red) & compare it to the freedom rankings:
Top 25 states: 18 red states, 7 blue (6 of which are least blue, 50-52% for Obama).
Bottom 25 states: 19 blue states, 6 red (2 of which are non right to work KY & WV).

Personal freedoms should account for 66%
Well, Fiscal (how much you are taxed) and Regulatory (which can have a direct or indirect on your life through land use freedom, health insurance freedom, labor market & occupational freedom) are major areas of overall freedom. Heck, really all of it could in a way fall under personal freedom..
