Brown University's student body president will be hand-delivering menstrual products to all nonresidential bathrooms on campus, including men’s rooms, with the help of 20 other students.
The initiative is intended to communicate the message that "pads and tampons are a necessity, not a luxury," and that not all people who menstruate are women........"

In High School basketball the visiting team always dressed in the women's locker room. It wasn't uncommon for a trickster to tape a tampon on the back of a person's jacket and watch him walk thru the gym after a game with tampon intact.

I'm going to go out on a limb here and say he's referring to transsexuals, specifically women that self identify as men, use the men's bathroom but still have the normal body functions of women.
