He's just alluding to the inevitable outcome. So far Donnies record of getting tough with bankers doesn't have a highlight reel unless you can somehow spin the bankruptcies into great business acumen. Which you could probably sell to the base...

Well, I don't know if he'll actually do it. He's a total bullshitter who just lied to people as necessary in order to get elected. But if he DOES start a trade war with China the American People will lose. We just have to hope that he was lying when he was saying all that crap. Pretty good chance that he was because he lies practically every time he opens his mouth.
