A review of Garland's record on the DC Circuit shows that he is hostile to gun rights (based, among other things, on his vote to reconsider en banc DC gun restrictions that had been unanimously invalidated by a 3-judge panel) and deferential to federal agencies against business interests, siding with the NLRB 16 times out of 16 and favorable to EPA regulations as well. A New York Times article charted his record against that of the four sitting SCOTUS liberals and found him to the left of Kagan and Breyer and slightly to the right of Sotomayor and Ginsburg.
