1 in 4 residents of Alabama might be illiterate

How is this even possible..?
"The National Center for Educational Statistics reports that 15 percent of Alabamians are functionally illiterate; however, the Literacy Council of West Alabama estimates that rate at one in four Alabamians. Functional literacy includes basic skills such as reading, writing, technological capabilities, and mathematical computation."

Might be the case but I don't know because Missouri is obviously the nations leader in shitty mobile links that don't work....

I think it probably has something to do with how the knees grow down there.

Since JSO hasn't been posting much I'd like to thank you for filling in.
I was just talking to a buddy who was an AF brat and I asked him the best and worst places he lived growing up. Bama was absolutely the worst. He was in middle school and he said around half of the students could just simply be written off as unteachable by that point. His mom was a teacher too.
I also had a next door neighbor who was a KC 135 pilot and was being sent to Alabama to receive training on how to be an instructor. His family had been there before and the wife described the schools and everything off-base as basically 3rd world.

Grew up in Alabama. And, that's completely accurate.
If you can afford it... you put your kids in private school. Some cities like Birmingham have a couple of rich neighborhoods with good schools (Mountain Brook, Homewood).
Montgomery had none. That's where I grew up... and, it sounds like that's where your friend was describing.
Also, the private schools in in Montgomery were started in the years after Brown v. Board... but, I'm sure that's just a coincidence.
Brown v. Board (1954)
Saint James School (1955)
Montgomery Academy (1959)
etc.
