Also, out of the clear blue sky, Illinois is ready to debate legislation legalizing the blessed gift from Mother Earth. All I can think of is that they set up a medical marijuana infrastructure that is struggling because of the few conditions approved for treatment, or the State is in even more dire straits than we think. Which wouldn't be easy.
