Maybe just a question out loud here, but a question regarding whether we were ever really "in" this agreement in the first place. If this was a treaty, or other similar international agreement, why was Senate approval not required when we first signed on? I certainly understand that we (the Executive) can sign something that we'll be a party of, but doesn't the Senate still need to give their final approval to really have it take force? Was there some other act of Congress that was passed that would've given the same Senate assent to this agreement? Does the Senate no longer need to give assent to international agreements/treaties in the same way that we don't really declare war any longer?
