California to reduce carbon emissions by... banning black cars?!
In a move that will likely get California's consumers in a huff, impending legislation may soon restrict the paint color options for Golden State residents looking for their next new vehicle. The specific colors that are currently on the chopping block are all dark hues, with the worst offender seemingly the most innocuous color you could think of: Black. What could California possibly have against these colors, you ask? Apparently, the California Air Resources Board figures that the climate control systems of dark colored cars need to work harder than their lighter siblings – especially after sitting in the sun for a few hours. Anyone living in a hot, sunny climate will tell you that this assumption is accurate, of course. In fact, legislation already exists for buildings that has proven successful at reducing the energy consumption of skyscrapers.

Which would be fine if the story wasn't almost completely bunk. The California Environmental Protection Agency Air Resources Board Cool Cars project does seek to reduce the amount of fuel burned to run air conditioning systems in the Dodges and Buicks of the golden state, but it has nothing to do with colour.
So-called 'cool paint' has a coating that is transparent to visible light but reflects infra-red, so less heat is passed to the interior. Tests carried out showed that it reduced the temperature in some parts of the car by as much as 30F and cut the amount of fuel used to maintain the same temperature by almost 30 per cent on sunny days, of which California has many.
The initial presentation, before the tests, contained the words 'jet black remains an issue', but the tests did not show it to be a problem and the regulations are all about reflectivity, not colour.
So they were doing experiments with different types of paint to see if that would make a difference in car interior temperature. All colors worked except Jet Black, which the board acknowledged needing more work.

And what happens if they can't figure out how to make black work? Will they ban it to reach their goal? Talking to people in Cali it's scary the amount of power the Air Resources Board has.

I doubt they do anything, since test showed that even the best paints only made a marginal difference. If the paints could prove that they saved 5 mpg, then maybe yes, but for .2-.6 mpg, it is back to the drawing board.

It goes both ways, mon frere.
The local media outlets in Sacto, all EXTREMELY liberal, picked up the story, but put a liberal spin on it, adding "shame on thee" pious inflection that criticized manufacturers who sell black cars.
Guess they didn't get the memo it was a hoax (which it wasn't...they specifically stated they are still studying the effects of matte and flat black finishes on cars).
Here's the proper response: ARB has too much time, money and power. They ARE the 800 pound gorilla in the room. At a time when CA is virtually bankrupt...for ARB to wasting ANY money studying effects of paint colors and their contribution to vehicle efficiency, while the citizenry's vehicles sit in congested highway parking lots, or idling at traffic signals timed to impede the flow of traffic, is incompetence of the highest magnitude.
