As you guys may recall, I frequently questioned just how smart Obama is. I never went for the "smartest guy in the room" thing. I mentioned that we can't really say that the fact that he got admitted to Ivy League schools means he's really in rarified air in terms of intelligence because he would've been classified as a member of an "underrepresented minority."
But when it comes to how he comes off as compared to Trump it's no contest. Trump is a complete buffoon. He comes off as a complete idiot. People used to say that about George W. Bush but, really, George W. Bush just wasn't articulate. He didn't come off as a complete idiot on substance like Trump does.

Bush didn't come across as very intelligent partially because he didn't actively try to. He had a lot of Bushisms that people harped on. I'm half convinced that his pronunciation of "nuclear" was part trolling. But over the years I have spoken with a number of career diplomats, almost all quite liberal, who disagreed with Bush politically but conceded that on policy and in meeting he was quite intelligent. One current very senior foreign service member says that of all the Presidents he has served under, Bush was the quickest study in policy meetings, asked questions in a way that made it obvious that he had a good grasp of the subject matter, and generally had a common sense approach to the decision making process. Agree or disagree with his politics, inside the executive branch agencies Bush was respected as being quite intelligent- and many of the same people who will say this will also say that they appreciated that the Bush admin was not nearly as micromanaging as the Obama admin (but more so than the Trump admin).
