Hello!!!!

Seems to me there was a discussion a while back Obama having NO INTENTION on regulating the internet...

Well...seems Congress has other ideas...

...a draft Senate bill was released prematurely which CLEARLY identifies Congress's intent of taking charge of the internet, under the guise of protecting a critical information network.

...except there's one small problem...their bill stipulates control of user identification and the ability to shut down or restrict user access...

(here's just one of the sections giving the President Authority to shut down the internet...)

SEC. 18. CYBERSECURITY RESPONSIBILITIES AND AUTHORITY.
The President—
*(1) within 1 year after the date of enactment of this Act, shall develop and implement a comprehensive national cybersecurity strategy, which shall include—
__(A) a long-term vision of the nation’s cybersecurity future; and
__(B) a plan that encompasses all aspects of national security, including the participation of the private sector, including critical infrastructure operators and managers;

*(2) may declare a cybersecurity emergency and order the limitation or shutdown of Internet traffic to and from any compromised Federal government or United States critical infrastructure information system or network;

*(3) shall designate an agency to be responsible for coordinating the response and restoration of any Federal government or United States critical infra structure information system or network affected by a cybersecurity emergency declaration under paragraph (2);

*(4) shall, through the appropriate department or agency, review equipment that would be needed after a cybersecurity attack and develop a strategy for the acquisition, storage, and periodic replacement of such equipment;

*(5) shall direct the periodic mapping of Federal government and United States critical infrastructure information systems or networks, and shall develop metrics to measure the effectiveness of the mapping process;

*(6) may order the disconnection of any Federal government or United States critical infrastructure information systems or networks in the interest of national security;

*(7) shall, through the Office of Science and Technology Policy, direct an annual review of all Federal cybertechnology research and development investments;

*(8) may delegate original classification authority to the appropriate Federal official for the purposes of improving the Nation’s cybersecurity posture;

*(9) shall, through the appropriate department or agency, promulgate rules for Federal professional responsibilities regarding cybersecurity, and shall provide to the Congress an annual report on Federal agency compliance with those rules;

*(10) shall withhold additional compensation, direct corrective action for Federal personnel, or terminate a Federal contract in violation of Federal rules , and shall report any such action to the Congress in an unclassified format within 48 hours after taking any such action; and

*(11) shall notify the Congress within 48 hours after providing a cyber-related certification of legal
ity to a United States person.

it in no way calls for the restriction of the commercial internet... near as i can tell, just the government side of the web... it all seems pretty straightforward and transparent too...

this seems like a precursor of creating a parallel internet that can be unplugged from the www... which is a very good idea for security purposes.

stand corrected on the private networks language... but it won't make the final bill that's for sure... welcome to the democratic process.

it's a bi-partisan bill sponsored by Rockerfeller and Snowe...

but more to the point... where on earth is it suggested that the WH even supports the bill one way or another?

it's a bill in congress... there are thousands introduced every year... each with flaws... like this one and it's extending governmental authority to private networks... but again... the White House didn't author this bill... Snowe and Rockerfeller did.

Cyber crime and cyber warfare are two areas where the growth is faster than the laws and controls...

This is one area where the Federal Government should...no MUST...be involved...protecting the internet today is akin to our founding fathers desire to protect interstate commerce...it is truly a federal interest that I feel is well founded in our Constitution (unlike things like bailing out car companies...or education...or health care...but that's another thread or three...)

This is a law that has been needed for some time now...and as T-man has pointed out, the initial draft has some serious flaws...that's OK, as long as they are removed/corrected by the time this reaches a final version...

The U.S. military is putting some serious resources ( money and manpower) into protecting and defending the country against cyber attacks...I'm sorry to say they were slow to realize the extent of the threat, but that is quickly being fixed...

Legislation that does what this bill intends to do is a much needed tool...a delicate balance needs to be achieved, protecting our cherished freedoms with this need to protect (unlike the rush to legislate that most Democratic and Republican lawmakers were in when they passed the anti-Patriot Act)

Let's continue to watch it develop and make sure that balance is achieved...

Don't get me wrong – I can't speak for everybody, but regardless of whether some of us agree with you or not, I would think most of us like you anyway. But you've got to understand that when you put "FASCIST" next to anybody's name, you've pretty much guaranteed that some folks aren't going to take you seriously, and you've given them permission to disregard anything that comes out of your mouth from that point on. Between the tone and the length of your political posts, I don't think I've ever read one from top to bottom. I've been writing about politics for 30 years, and regardless of which party is controlling the federal and regional governments, I still assume a "watchdog" position because I DO realize "the political process" is, by it's nature, ripe for corruption.

People can read what I write, or not. I do not care.

People can agree with what I write, or not. I do not care.

If people wish to debate me, I will debate them...and so long as they do not make it personal, I will not take it personal.

Now...let's talk about Mr. Bench.

Nothing personal, but I don't write with the intent of tailoring my political opinion or writing style to please others. If a word fits, I use it. If someone makes an effort to become knowledgeable about a topic, and wishes to express their opinion, I am respectful and contemplative of their opinion. If, however, someone limits their discourse to criticism of others (especially pious, patronizing "advice"), which you seem to gravitate towards in response to my posts, I give little respect to their opinion as it relates to the content of the discussion.

I do not believe my ethos is unreasonable.

Your desire to psychoanalyze everyone and offer them arguably salient advice on improving their life may result from well intentioned motives...

...however...

...being a compassionate conservative, I embrace diversity of opinion, writing style, culture and personality, and will fight to preserve diversity, rather than criticizing those who differ, offering them "tips" tailored to normalize their behavior, so that others won't feel uncomfortable "outside their zone".

Rather than trying to "get into the head" of the person authoring the political content, maybe you should take a moment and invest that energy into completely reading the topic and background information, doing some research on the topic, then offering your unique substantive thoughts that further the debate.
