It was not a waste of money and resources because it needed to be done. If there is reasonable suspicion the correct thing to do is to investigate. I am sure there are numerous investigations that do not lead to criminal charges. We certainly can't get into a mode of saying "If there is ANY chance that an investigation will not lead to criminal charges we are not going to investigate."

Besides, the obstruction of justice question actually does remain open right now thanks to the way Mueller decided to punt on that. Nobody who is not a Trump partisan is going to trust a guy who wrote an op ed saying a President can't commit obstruction of Justice making that call.
