As other have said, Hitler's rationale was that he wanted to add the Sudetenland to the Reich (we never made any claims to Iraq as the 51st state), he made the argument that they were Germanic people separated by made up boundaries (again, we never wanted to have Iraq become American territory), and he had no argument inside his own country or his own government because he and the Nazi party dominated German politics by that point (so entirely different from Bush who had to convince a co-equal party in his own government). It's hard to have a worse analogy than the Sudetenland one that you are clinging to so desperately. It's a really weird hill to die on here.
