If that is even close to true how retarded is it for a judge to order someone to pay something they couldn't even pay 1% of, and will never pay more than a tiny fraction of? So what it happens all the time. Settling for less amounts, payments, bankruptcy, it doesn't matter. Ordering someone to pay X amount knowing they will never pay more than a TINY fraction of X amount is dumb.
