Yup, Can't get any worse than him. Basically twiddled his thumbs in the face of an imminent, weapons hot, Civil War. It would take something similar happening again for Buchanan to have real competition for the bottom spot.

Where do you draw the line? Do you have to be born in a state to be "from" there? Or can you move there as a child?

It could go in PA - I think U of Penn has some association with him - isn't he spearheading a moon-shot-type program to cure cancer? No wonder he has no time for Afghans or Americans still stuck there - he's a busy guy.

Has he lived in or represented Delaware for all but about 14 years of his life? I would say that he has dual citizenship and Pennsylvania and Delaware both own him.
