Defense auditors uncover at least $6 billion in questionable charges

WASHINGTON - During a routine check of a watch tower at a U.S. military base in Kuwait, an Army sergeant found the guard leaning back in a chair, his sunglasses on, apparently sound asleep. When the soldier woke the guard, an employee of a defense contractor named Combat Support Associates, he denied he'd dozed off while on duty.
"It's so weird that I can close my eyes for one second and then you appear out of nowhere," the guard said, according to the sergeant's March 2008 inspection report.
The episode illustrates the problems between the U.S. armed forces and the industrial army supporting military operations in Iraq and Afghanistan. Demand for contractor services is heavy, while oversight of their work isn't. That means problems often aren't discovered until long after the payments have been made.
Eye-popping numbers
A major trouble spot is the business systems and procedures that companies use to bill the government. The numbers are eye-popping. Defense auditors have found at least $6 billion in questionable charges generated by sloppy accounting or, worse, contractors trying to bilk the military.
This photo, provided in response to a Freedom of Information Act request for documents about the performance of defense contractor Combat Support Associates, was taken by U.S. military personnel in March, 2008. The picture, which was digitally altered to remove the guard's name, was included in an inspection report and shows a for-hire guard asleep in a watch tower at a U.S. military base in Kuwait. "Oh, yeah, Condi, that's it. SNORE! Work my cock. Yeah!! SNORE!"

The guard in question looks kinda young in the picture, so I should say congratulations to your brother for at least trying to get a job! Sorry things didn't work out. Now we know why he is unemployed.
A piece of advice to d1b: don't try to get out of it when you get caught red-handed like that.
As for Cleets, we are damm lucky he is neither an accountant nor a judge. Stick with physics.

This is the problem with having "right-sized" the military during Clinton's abortion and then expect them to fight two protracted wars.
If we had MILITARY people standing those watches, we could courtmartial the FUCK out of them, and send them to Leavenworth. That's a bit more incentive than "Hey man, WAKE UP!"
So, in conclusion, I Blame Clinton for this.

Tell me about it, or better yet, tell Democrat John Murtha. I worked on a project that was traced back to him and it's under review for Fraud, Waste and Abuse as well as Misappropriation of Funds. Biggest fraud was with Kuchera (who had the prime contractor).

When I was on active duty, in charge of a Fleet Introduction Team for a $125M aircraft "block upgrade" program, I was constantly badgered by a contractor who overtly threw John Murtha's name around and threatened me (in a nice way, but a threat, nonetheless) to make sure his company's equipment was included in the upgrade.
It was not.
What a scumbag!
I complained, and my boss supported me in NOT including the unneeded equipment in the upgrade, but that was as far as it went.

In a later assignment as CIO of a large government organization, my boss had approved a multi-million dollar spend plan for our information technology and development programs. After he spent a couple of hours one afternoon with Congressman Livingston, at that time chair of the House Ways and Means Committee, our plan was changed and we were forced into some sub-optimal architectural decisions.
A couple of years following the tour as CIO, when I complained about the performance of the system residing on the sub-optimal architecture at a commanding officer's conference, for some reason I subsequently received lower marks on my fitness report and did not get the next promotion.
Go figure!

Yeah, I was the lead logistician on a program backed by Murtha and when MARCORSYSCOM (Marine Corps System Command) asked about the status of retro fixing of the system and it's future, I told my boss it is a lost cause. Me, the lead Software Engineer and Project Engineer said it should be scrapped. Of course, the next day I was told I was insubordinate, demoted and put on a different project. 10 months later, they took my suggestions to heart and have scrapped the multi-million program.
