WASHINGTON — A controversial e-mail message buried by the Bush administration because of its conclusions on global warming surfaced Tuesday, nearly two years after it was first sent to the White House and never opened.
The e-mail and the 28-page document attached to it, released Tuesday by the Environmental Protection Agency, show that back in December of 2007 the agency concluded that six gases linked to global warming pose dangers to public welfare, and wanted to take steps to regulate their release from automobiles and the burning of gasoline.
The document specifically cites global warming's effects on air quality, agriculture, forestry, water resources and coastal areas as endangering public welfare.
That finding was rejected by the Bush White House, which strongly opposed using the Clean Air Act to address climate change and stalled on producing a so-called "endangerment finding" that had been ordered by the Supreme Court in 2007.
As a result, the Dec. 5 e-mail sent by the agency to Susan Dudley, who headed the regulatory division at the Office of Management and Budget was never opened, according to Jason Burnett, the former EPA official that wrote it.

I used to work for the EPA as a consultant.

I single-handedly gave them the data (or rather interpretation of data) necessary to require millions if not hundreds of millions of dollars worth of pollution control for the petrochemical and pesticides industries; regulations that frankly never should have been enacted. So I'm kinda in on how they operate - they've got a bunch of mid-level careerists who are frustrated environmentalists, especially when a Conk's in the White House. Any regulation they write has to be a) based on scientific results, b) opened up for public review and comment, and c) more times than not litigated in court. So what they do to get around this pesky process (which tends to knock down any activism they attempt to include) is to write up these kinds of time bombs which they then release when the time is ripe. I can point you to a number of arcane examples (such as "underlying hazards" - read unidentified, unfound, unknown - associated with listed hazardous wastes which have subsequently been regulated at a cost of billions to industry - and you, the consumer).
So bash Bush all you want to, but at least understand how the EPA works...

No, the joke is on george because the Chinese will want a return, as opposed to the US system where we socialize the risk and privatize the profit.

I do environmental work for the state of Texas and know exactly what you are talking about. The feds/state have zero balls to back nay of their policies up. But here in Texas its based on our lawyers. The state can only afford to pay so much where the major companies can bring in the best. So when the big cases go to court for say $1 million they end up settling for maybe $10,000 - $100,000 because they know they can;t beat the lawyers. Now if an average person fucks up then shit hits the fan and the state hammers every last penny our of them.

I also work for the govt, in the environmental sciences field. My job is a little different, in that we are 100% non-regulatory, all of our products and services are voluntary. Essentially what we do is offer financial incentives to agricultural producers to adopt "greener" or more enviro friendly production methods.
I just don't buy this crap that we can't afford to have a strong environmental foundation in this country. We can't afford not to be responsible, as, at some point we'll have this thing so fucked up that there's no going back. The damage will be ir-repairable at some point, we have to get our heads out of our collective asses before it gets to that point.
