NCAA's involvement with Penn State penalties flawed from the start

Problem with the NCAA is there was nothing in their by laws that said they could do what they did so they just made sh*t up as they went along. They flat out lied to get a consent decree, then announced penalties only 11 days (normally this sort of thing takes weeks to months) after the (many will argue flawed) Freeh report was publicly released. And now facing lawsuits that they were going to lose, have folded like a wet blanket. Emmert should step down over this fiasco.
