And, an even bigger drop from P5 to FCS.
What was the payout to FCS playoff teams? How much did FCS playoff teams have to pay to play in the playoffs?

Huge dropoff but the second tier of FBS is making out much better in the new world.

I'm not bitching or throwing a fit, but why did 3 conferences receive more than the winning conference?

Since the NCAA covers travel costs, zero to play in the playoffs.
$4 million per school difference between P5 and Sun Belt.
$1 million per school difference between Sun Belt and FCS.
BUT - since you have 46 more schollies, (with FCOA) at around what, $11K per year at Appy, that eats most of that gain up.
Financially, FBS in the Sun Belt isn't really different than FCS, but you have such a financial disadvantage with the top half of FBS a Sun Belt team can't compete.

Don't forget about the significantly higher coaching salaries, and additional admin staff needed to manage/maintain/supervise the additional scholarship needs.

A lot has to do with the individual bowl contracts each conference signs with a bowl.
As a refresher, the majority of College Football revenue is distributed based solely on conference affiliation. Each of the Power Five receives a base payment of approximately $50 million. The Group of Five receive $75 million to divide between the five conferences according to their own formula, which is reportedly $60 million split evenly and the remaining $15 million divided based on how the conferences rank against one another based on team performance. The base amounts include $300,000 for each team meeting the NCAA’s APR minimum for participation in a bowl game.
The independents each receive a specified payment as well: $2.3 million for Notre Dame and $922,658 to divide between Army, Navy and BYU.
The remainder of the CFP payouts are distributed based on participation in the semifinal games and “host” bowls. Each of the four teams selected for a semifinal game earns $6 million for its conference (with no additional revenue for making it to the national championship), and each team selected for a “host” bowl earns $4 million for its conference (in 2014-15 those bowls were the Cotton, Fiesta and Peach Bowls). There are also expense payments of $2 million for each team in each game.

What I'm wondering is why a conference like the Big 12 received so much when they didn't even have a team in the playoff. I understand they get money for their teams making bowls, but to receive more than the conference that won the title is a bit ridiculous.

If you read the blurb, the Semi-finalists got $6 Million, but nothing additional for reaching the NC game (or winning it) - so once the field was set, the Pac 12, Big 10, ACC and SEC each got $6 Million
In addition, the three other "host bowls" paid out $4 Million per team each
Big 12 - $8 Million
Big 10 - $4 Million
Pac 12 - $4 Million
SEC - $4 Million
MWC - $4 Million
So the Big 10 only got $2 million more than the Big 12 from the main CFP games even though Ohio State won it all.
The rest is individual bowl contracts
