West has been good, but he doesn't have Adams's talent (especially in terms of mobility).
He's been a little bit better than just "good." We'll see how the rest of the season goes, but right now he's posting Payton Award winning numbers. Notice a trend here?

"West is No. 1 in the FCS in passing yards per game (385.8), passing efficiency (201.6) and passing yards per attempt (11.5) and ranks toward the top in a number of other categories. The strong-armed signal-caller has completed 72.4 percent of his passes (97 of 134) and thrown for 15 touchdowns with only three interceptions for the seventh-ranked Eagles (2-2)."

He obviously doesn't have Adams' mobility; they're different QB's. West is a better pocket passer and has a stronger arm. But as I said before the season started, EWU doesn't need VA for it's offense to score a lot of points. As long as Baldwin is there, the program will continue to produce outstanding QB's. It's what he does.

Too bad he's going to split Kupp's votes, the guy who actually should win the award
